During the Needs Assessment phase of the project, tools were geared toward receiving input on the project need and purpose and existing conditions that would help identify the alternatives to be evaluated in the next phase of the project. Additional input was also received regarding project impact issues/concerns, overall conduct of public participation activities, and potential solutions.
