Phase 2: Identify Potential Solutions (completed)
Overview
Phase 2 identified and evaluated transportation strategies, and then created project alternatives (combinations of strategies) in an effort to address the project Need and Purpose Statement. Phase 2 activities included:

Identified a long list of potential transportation strategies for the corridor based on planned and programmed project alternatives, public input and suggestions, input from federal, state and local agencies, as well as project team recommendations

Evaluated strategies to determine their potential to meet the project Need and Purpose

Developed project alternatives (combinations of strategies) using strategies with the best potential to meet project needs. The alternatives for study have been identified as:

From Corridor Strategies to Alternatives
First, a multitude of strategies (list to the right) were evaluated against the Purpose and Need Statement. Through existing conditions information, previous studies, agency input, public input, and project team analyses, it was determined that no strategies alone could support the project Need and Purpose Statement. However, a combination of strategies might. Those strategies with the best potential to meet Purpose and Need, or to serve as design/support options, were advanced to the alternatives analysis phase. Strategies advanced for detailed analysis included:

BRT as fixed-guideway transit (designed not to preclude future LRT)

Operational Improvements

Managed lanes
The above strategies were then combined to create the alternatives for full development and review in Phase 3. They were combined with the following criteria in mind. Each alternative should:

Meet the Project Purpose and Need;

Not combine more than three strategies due to engineering constraints and to minimize competing services; and

Utilize only strategies that passed initial screening.
