Overview

Phase 4 will include evaluation of costs, comparison of narrowed alternatives and selection of a Preferred Alternative after which an environmental document will be drafted, finalized and presented with the hope of acquiring a Record of Decision (approval to proceed with the project from the NEPA process to Right-of-Way acquisition).
